On the pages of dziennik.pl, we can read today about the government's work on a new project related to the broad censorship of the Internet in your country. Censors' powers are to be obtained by officials of the ministries of digitization, infrastructure and finances, and by UOKiK, KNF and Sanepid. Blocking will take place, as in the case of the gambling act, for blocking domains at the DNS level.
"A central register of Internet domains for offering goods and services contrary to legal provisions"
The range of censorship that the government wants to introduce is many times greater than could be expected from votes from various government-related sources. Several different governmental institutions will participate in restricting freedom of speech.
In addition to the current gambling, censorship would include content about legal highs, illegal transport services (Uber) or risky investments. The register is to be central instead of a few dispersed and to be coordinated by the Ministry of Digitization. One of the deputies was supposed to say that he would try to make the register also include porn sites (not so long ago we wrote about work on the prohibition of pornography).
The good news is that it is supposed to work on the basis of blockades known from the gambling act, which even those poorly oriented in technical matters, the network user is able to bypass. This, however, gives a dangerous tool to the authorities .
The topic was taken by Niebezpiecznik , where you can read more about the whole matter.
The Panoptykon Foundation describes the additional powers that the Chief Sanitary Inspector should have on the basis of the proposed provisions. As we can read, he will be able to reach for "telecommunications data" to check who has tried to enter or enter a prohibited site. So, he will be able to get information about people who managed to bypass the ban and enter the site from the blacklist based on the operator's logs. The information obtained by the Foundation shows that this may lead to the following: "Sanitary system will thus gain access to the entire operator interface and all information about telephone users".
How to deal with?
If the blocking rules come in the proposed form, then DNS change is enough to cope with censorship. However, this will not help if public institutions want to process operator logs to see who is missing the ban. Only VPN or Tor will help.
Fortunately, the free government does not have such censorship tendencies as in China, where it happened that only some VPN services deal with the circumvention of Chinese Internet censorship .
